Role Summary

Ensure that potential major hazards relating to Company activities are identified, evaluated and mitigation measures are identified that comply with relevant UK statutory requirements and Company requirements

Responsibilities

  • Provide safety engineering advice and support to Company departments, ensuring safety engineering aspects of routine support are delivered in an appropriate timescale
  • Be aware of changes in regulatory requirements and revise requirements to comply
  • Participate in the technical decision-making process relating to Safety Engineering
  • Be cognisant of the potential for damage to the Company's reputation when advising or liaising with external stakeholders
  • Budget and cost management within own activity area, including performance management of safety engineering consultancies
  • Contribute to the attainment of the team and individual performance targets
  • Ensure adherence to and maintenance of Department Standards and Procedures
  • Maintain cost and customer focus at all times
  • Interface and engage as appropriate within Process team, with other disciplines, and with the Client
  • Deliver high quality technical work
  • Develop specifications, terms of reference and scopes of work for relevant safety engineering studies and modification work
  • Organise and facilitate HAZOP, PHA, HAZID Reviews, risk assessments and other safety engineering reviews
  • Identify requirement for updates to formal risk assessments, safety studies, Safety Cases and other relevant statutory documentation
  • Proactively identify safety engineering issues/problems to be addressed and by working closely with other disciplines, identify solutions
  • Develop and maintain safety engineering procedures, specifications and technical reports
  • Advise relevant departments of requirements to comply with legislation, corporate/group standards and guidance
  • Liaise/communicate with external stakeholders (e.g. HSE)
  • Ensure that work output complies with the relevant good engineering practice, recommended practices, standards and guidelines,  UKCS and international legislation
  • Execute workscopes in compliance with agreed budget andschedule
  • Remain up-to-date with technical developments, national and international standards and legislativerequirements related to the scope of the discipline
  • Assist in the training and technical development of junior engineers and graduates
  • When required, prepare estimates and assist in the review of proposed schedules
  • Provide technical assistance to other disciplines as required
  • Facilitate QRA, consequence modelling of hazardous fluids dispersion and its physical effects
  • Safety Studies such as dropped objects, EERA, ESSA, SIL Study, Fire Risk Assessment, etc.
  • Participate as necessary in discussions with Clients and visit job sites as required
  • Assist the Lead Engineer, when requested, in the execution of their responsibilities and duties
  • Deliver clear concise safety engineering information both written and verbal to stakeholders
  • Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner
  • Adherence to the company integrated management system
  • Compliance with quality assurance, health and safety and environmental policies
  • Demonstrate and promote PD&MS QHSE principles and lead by example
  • Ensure unsafe activities are challenged
  • Adherence to the requirements of the best practice standards recommendations and processes in the undertaking of duties, in particular, risk assessment and control, reliability and failure prevention necessary to ensure the safe design, provision and use of tools, equipment and systems
  • Demonstrate and promote PD&MS values and lead by example
  • Ensure direct report performance reviews are carried out within the required timescales

 

Competency Standards

  •  BSc or equivalent in relevant engineering discipline
  • Chartered Engineer status
  • Relevant engineering experience in the offshore oil & gas industry
  • Reasonable Understanding of all Engineering disciplines
  • Experience in PFD/P&ID development and detailed engineering of oil & gas facilities
  • Competent in the use of MS Office applications
  • Detailed knowledge and understanding of relevant Oil & Gas Industry Codes and Standards
  • Familiarity with COMAH, PUWER, PFEER and other UK Regulations
  • Demonstrable experience in developing Safety Studies
  • Thorough knowledge of risk assessment techniques and demonstrable experience of organising and where appropriate, facilitating/chairing HAZOP, HAZID, safety engineering risk assessments and reviews
  • Relevant and appropriate operational major accident risk industry experience (oil and gas / chemical / nuclear, etc) with a focus on UKCS sites
  • Thorough knowledge of UKCS Safety Case Regulations
  • Comprehensive operational safety engineering related knowledge of current and emerging legislation and industry trends relating to offshore installations.
  • Exposure to People Management
  • Excellent written and spoken English
