Role Summary

As Department Head Technical Safety, you will be responsible for ensuring Engineering Integrity and best practice in Technical Safety Engineering within the PD&MS. You will own the competence and capability of the Technical Safety team and the process of design and engineering within the function. You will be fully accountable for the smooth running and engineering delivery of the function.

Responsibilities and Qualities

• Proactive approach to the leadership, management and continuous improvement of the Technical Safety function.

• Overall technical authority for the Technical Safety department.

• Develop and progress Audit plan to ensure compliance with procedures, policy.

• Provide advocacy in relation to technical safety improvements and deployment of new tools and techniques, to ensure good engineering practice is maintained and to promote continuous improvement as demanded by the company's management systems.

• Leadership of the Technical Safety function to embed best practice in Technical Safety Engineering within PD&MS, including the understanding of inherently safer design principles.

• Provision of clear direction and assurance to compliance with current, statutory legislation, client, industry and international specifications and standards relevant to the Technical Safety function.

• Establish and act as custodian of Technical Safety Engineering Standards and Guidance and assure their compliance as appropriate.

• Review and monitoring of the performance and competence of engineering personnel within the Technical Safety function.

• Provision of expert advice on the selection, application and interpretation of Technical Safety standards and best practice.

• Preparation of Technical Safety function input to estimates and tender packages.

• Overall responsibility of all Technical Safety deliverables from receipt of tender / invitation to quote through to completion.

• Management of Technical Safety function to ensure it is appropriately sized, with a diverse skill set to drive utilisation of most cost-effective resource(s) in delivering the work.

• Experience of cross discipline collaboration extending to Process and Functional Safety

• Experience of reading and interpreting documents such as hazard & risk assessments, functional safety assessments, functional design specifications, standards and practices, operating and maintenance manuals and product safety manuals.

• Experience in development or assist In the development of functional safety lifecycle documents to high standard including Safety Requirement Specifications, Functional Safety Management Plans, Failure Data Reports, PFD calculation reports (using software packages for the calculations), SIF Registers and Verification documents.

• Oversee delivery of cost-effective engineering solutions that are fit for purpose, safe and value adding to both PD&MS and the Client.  Motivation of Technical Safety team to do similarly.

• Management of any performance shortfalls in conjunction with Lead Technical Safety Engineers as appropriate.

• Delivery of Technical Safety project design deliverables in accordance with agreed schedules and priorities.

• Provision of input to, and where required, chairing / facilitation of multidiscipline workshops including HAZID, HAZOP and SIL studies.

• Provision of expertise on major accident hazards, QRA, SECEs and Performance Standards. 

• Management of overall delivery of and provision of expertise in Technical Safety studies including, but not limited to, Evacuation, Escape and Rescue Assessment (EERA), ALARP Demonstration, Hazardous Area Classification, Dropped Object Reviews, Bow-Tie analysis, LOPA, Fire Risk Assessment (FRA), Temporary Refuge Impairment Analysis (TRIA), Smoke and Gas Ingress Analysis (SGIA), dispersion and explosion modelling/analysis, thermal radiation modelling. To provide specialist expertise to asset/project teams in relation to major accident hazards, QRA, safety critical elements and performance standards

• Timely identification of, and where appropriate, engagement with, third-party consultants / contractors to conduct specialist studies.

• Awareness and understanding of the business drivers and core values.

• Actively promote the services of PD&MS whenever possible and source work if possible to do so.

• Review, or appropriate delegation of timesheets, holiday requests and working time.

 

Competency Standards

• Educated to degree level in relevant Engineering or Science discipline

• MSc in a Technical Safety related subject desirable.

• TÜV Certified Functional Safety Engineer is desirable

• Preferably a Chartered Engineer

• Offshore experience with certification desirable.

• Significant relevant, demonstrable experience in the UK oil and gas industry including FEED and Detailed Design Engineering.

• Experience in managing and developing others.

• Thorough knowledge and understanding of relevant UK legislation, Codes, Standards, and best practices particularly offshore regulations.

• Detailed knowledge and understanding of hazard identification and risk management, and process safety management.

• Pragmatic approach to understanding and managing technical risk.

• Formal training in or experience of ISO 4001 Environmental Management would be advantageous.
